Utah is introducing independent scrutiny of AI tools being tested through its healthcare regulatory sandbox, requiring participating technologies to undergo outside evaluation before they can be deployed.
The Office of AI Policy, under the state’s Commerce Department, has reached agreements with six organizations that will assess the safety, reliability, and clinical performance of AI systems entering the program. The partners are Stanford Clinical Excellence Research Centers, the Coalition for Healthcare AI, Clarion AI Partners, Vega Health, mpathic AI, and Glacis Technologies.
Independent reviewers will examine the accuracy of AI-generated decisions and reports, check claims concerning safety and effectiveness, and assess model performance. Evaluators will work under arrangements in which participating companies pay for their assessments directly.
Utah officials also intend to broaden the network as more projects enter the program. According to officials, the additional oversight is designed to provide evidence that can inform state regulatory decisions while giving patients greater assurance that experimental systems are being monitored.
The move follows controversy surrounding the sandbox’s first pilot in January with Doctronic to explore automated prescription renewals. In April, Utah’s medical licensing board urged officials to halt the project over concerns that patients could receive repeat prescriptions without an appropriate clinical review.
The experience prompted discussions with medical regulators, policymakers, and healthcare professionals about how AI systems should be independently assessed. The conversations raised questions about whether regulators should rely solely on information supplied by technology companies or conduct their own verification.
Under revised agreements, Utah plans to impose more extensive reporting requirements and updated terms on participating projects. The state is also considering a 12-month extension for Doctronic after its current arrangement expires.
Five additional one-year agreements were announced with the University of Utah Health, Nolla Health, Intermountain, August AI, and Expect Fitness. Officials selected projects they believed could be tested while risks were manageable.
If evaluations demonstrate that these technologies are safe, effective and capable of improving access or lowering healthcare costs, Utah could consider expanding them to broader applications.
The Coalition for Healthcare AI will help coordinate qualified evaluators and produce evidence on model performance. Other reviewers will focus on areas including clinical safety, technical reliability, and whether care remains at least as safe as conventional practice.
Utah has separately agreed to require independently verifiable AI records for certain systems in its AI Learning Lab. Glacis CEO Joe Braidwood said such verification could help clinicians and patients determine whether promised safeguards are actually operating.
These proactive measures to safely integrate AI into healthcare delivery are likely to be welcomed by various businesses like Datavault AI Inc. (NASDAQ: DVLT) that have recorded significant success in incorporating AI in different industries.
