Albania PM Unveils AI Minister to Stamp Out Corruption

Albania has taken an unusual step in politics by introducing an AI program into its cabinet. The system, named Diella, is not a technology minister but an AI-powered figure, presented as part of Prime Minister Edi Rama’s cabinet lineup. 

The announcement came just months after Rama secured his fourth term.While the appointment is not legally binding—since the country’s constitution allows only adult citizens with full mental capacity to serve as ministers—the gesture carries symbolic weight. It signals Rama’s push to use technology as a tool against corruption, one of Albania’s most persistent problems. 

Diella, meaning sun, is immune to many of the controversies that plague human politicians. She cannot leak confidential information, be swayed by personal ambition, or get involved in corruption scandals. Her only appetite, as Rama joked, is for electricity. 

Rama appointed Diella as “minister for public procurement,” an area long shadowed by scandals. He explained that the goal is to build the world’s first fully AI-driven system for awarding government contracts, ensuring that public tenders are clean, faster, and more transparent. According to Rama, this could eliminate the shady influences and political favoritism that have long undermined trust in the system. 

Prior to her symbolic promotion, Diella already existed as a government tool. She worked as a digital assistant on the e-Albania platform, guiding citizens through procedures to obtain official paperwork. Rama claims she has helped process over a million applications so far. He now hopes to expand that role far beyond customer service. 

The move has divided opinion, with opposition parties dismissing it as a meaningless stunt and calling it unconstitutional. Others, however, see potential. Aneida Bajraktari Bicja, head of Balkans Capital, remarked that while Rama often blends reform with spectacle, the initiative could prove useful if it leads to genuine systems that improve transparency in public spending. 

Experts in governance also recognize the potential. Dr. Andi Hoxhaj from King’s College London highlighted that AI, if designed properly, could make it easier to verify whether companies meet bidding requirements. He pointed out that Albania’s ongoing EU membership talks make tackling corruption even more urgent since progress in negotiations depends heavily on reducing graft. 

While Rama acknowledged that there was a touch of spectacle in his AI “appointment,” he insisted that the bigger purpose is to shake up how the government works and pressure ministers to innovate.
