Xi Jinping Launches WAICO AI Alliance

China used a major artificial intelligence gathering in Shanghai to deliver a broader diplomatic message, with President Xi Jinping calling for stronger international cooperation while warning against any single nation controlling the future of the technology. 

His remarks were widely viewed as a response to the U.S., as the world’s two largest economies continue competing for influence in advanced technology and AI. 

Addressing the World Artificial Intelligence Conference, Xi encouraged governments to seize what he described as the opportunities presented by open-source AI. He said China would continue supporting developing nations through partnerships focused on AI capacity building across Latin America, Africa, and Asia. According to Xi, expanding access to these technologies is essential to avoid widening global inequalities. 

The Chinese leader argued that progress in AI should be built through collective efforts rather than by one dominant power. He also cautioned against using national security concerns to justify policies that place one country’s interests ahead of others. Xi further stressed that AI should remain under human oversight, supported by regulation, monitoring systems, early warning mechanisms, and emergency response measures designed to reduce potential risks. 

China’s broader ambitions were highlighted by the formal launch of the World Artificial Intelligence Cooperation Organization (WAICO), which was established on July 16. The new intergovernmental body brings together 29 founding members, including South Africa, Brazil, Senegal, Indonesia, Russia, Malaysia, and Pakistan. 

Based in Shanghai, the organization aims to strengthen international collaboration while promoting common standards for AI governance and safety. 

Observers believe the alliance could give Beijing greater influence over future discussions on AI within the United Nations. The initiative reflects China’s expanding effort to shape international rules as AI becomes increasingly important to economic growth, security, and technological leadership. 

AI remains central to China’s industrial strategy. The government has invested heavily in building domestic capabilities, from semiconductor manufacturing to AI applications used by businesses and consumers. Those efforts have intensified competition with Washington, particularly over advanced chips that power sophisticated computing systems, military technologies, and AI development. 

Although China still trails the U.S. in access to the most advanced semiconductors, it holds important advantages elsewhere. The country operates extensive data center infrastructure, controls much of the global supply of rare earth minerals used in chip production, and generates far more electricity than the U.S., giving it significant capacity to meet AI’s enormous energy requirements. 

Relations between Beijing and Washington have become increasingly strained as export restrictions continue. The U.S. has tightened limits on shipments of critical semiconductor technology to Chinese companies, citing national security. China argues that those measures are intended to slow its technological progress and has responded by restricting exports of selected dual-use technologies and strategic minerals. 

Debate over AI regulation has struggled to keep pace with rapid technological advances, particularly regarding military applications and global governance. 

Chinese Premier Li Qiang first introduced plans for WAICO in 2025, prompting analysts to suggest Beijing was shifting from exporting AI infrastructure toward shaping international institutions.
