Washington is planning to warn nations that participation in a U.S.-backed AI partnership could be jeopardized if they also join a competing Chinese initiative, according to a U.S. official and a draft State Department letter.
The planned message reflects growing concern in Washington over Beijing’s expanding influence in AI and the broader technology competition between the two powers. The U.S. launched the Pax Silica initiative last year to strengthen cooperation on supply chains involving advanced AI systems, computer chips, and strategically important minerals.
Roughly twenty-four nations have signed on to the framework, including South Korea, Japan, and Australia. Kazakhstan has also joined, despite becoming a participant in a separate Chinese-led organization focused on international AI cooperation.
The letter is directed at 35 governments that endorsed a U.S. “AI Opportunity Statement” in June. The group includes countries participating in Pax Silica, as well as others that have indicated they want closer coordination with Washington on AI.
China introduced its own international body in July, when President Xi Jinping announced the World Artificial Intelligence Cooperation Organization. Beijing has promoted access to open-weight AI systems as part of its effort to challenge U.S. dominance in the sector.
Kazakhstan is currently the only country publicly known to have signed up for both initiatives, a situation that has raised concerns among American officials. The letter argues that governments cannot credibly commit themselves to rival technology partnerships whose objectives may clash.
A U.S. official, speaking anonymously, said Washington wanted to make clear that countries could not maintain both relationships without facing questions about their reliability as partners.
Chinese officials said Beijing opposed efforts to turn technology and trade into political disputes, arguing that such moves could hinder international progress in AI.
Pax Silica is intended to encourage joint investment, export controls, and supply-chain cooperation, while reducing dependence on countries considered strategic competitors. Its focus includes minerals needed for AI infrastructure, advanced technology, and semiconductor manufacturing.
The rivalry has intensified as Chinese open-source models have improved rapidly and begun narrowing the gap with proprietary systems developed by American firms. At the same time, concerns about AI’s growing capabilities, including autonomous cyber operations, have prompted governments to reassess the technology’s risks.
China holds dominant positions in several key materials and has previously used export restrictions during trade tensions with Washington. The Trump administration has responded by seeking more domestic production and stronger supply arrangements with allied countries.
