Uncertainty Grows Around Meaning of Slowing AI Progress

Warnings about the dangers posed by advanced AI have become increasingly common among the industry’s most influential figures. What once sounded like distant science fiction is now being discussed as a pressing question about technology, business, and public safety. 

The debate gained international attention at the first major AI safety summit, held in 2023 at Bletchley Park. At the time, concerns about extremely powerful systems were often overshadowed by more immediate issues such as employment disruption and academic cheating. That confidence appears to have weakened. 

Anthropic chief executive Dario Amodei recently called for development to proceed more slowly, receiving public support from Elon Musk and Sam Altman. Former Anthropic researcher Jacob Coxon also noted that some people working on advanced systems were deeply concerned about where the technology could lead. 

Yet putting the brakes on AI development would be considerably more complicated than simply asking companies to pause. The U.S. is engaged in intense technological competition with China, and there is little indication that either side wants to surrender an advantage in such a strategically important field. U.S. President Donald Trump has described AI leadership in stark terms, arguing that victory in the sector will have major geopolitical consequences. 

A central problem is enforcement. Who would oversee a global slowdown, and how could regulators establish what companies were developing behind closed doors? Any agreement would depend heavily on transparency and cooperation from businesses that have faced criticism over their handling of safety concerns. 

Amodei has suggested measures including independent supervision, regulation across the industry, and international rules. Critics, however, argue that the proposal leaves crucial details unanswered. Researcher Ed Zitron has questioned what a slowdown would actually involve and warned that companies could lose ground to Chinese competitors if they stopped training their most advanced models. 

The issue also has major implications for Britain. AI is being promoted as a driver of economic growth, with plans to expand its use in areas such as healthcare, education, and workplaces. A significant interruption could therefore create economic risks, particularly as the industry continues to attract huge amounts of investment while consuming substantial computing power and other resources. 

At the same time, doubts are growing over whether today’s leading companies can justify their valuations. Some analysts expect the sector to undergo a shakeout, potentially leaving a smaller number of enormously powerful corporations. 

Others warn that regulation itself could create problems if introduced before the technology is properly understood. Synthesia executive Alexander Voica argues that rapid advances make it difficult to predict future applications and cautions that poorly designed rules could have unintended consequences. 

The disagreement reflects a broader question over who should carry responsibility for AI’s risks. Computer scientist Dame Wendy Hall compares the situation to a farmer whose escaped bull causes damage: the animal is not responsible for escaping if the barriers were inadequate. 

For now, the industry’s reputation is under strain. Whether stronger safeguards restore public confidence or excessive restrictions undermine innovation remains unresolved. One question may ultimately define the debate: why would investors back a company whose own technology is portrayed as capable of threatening humanity?
