UN Chief Warns of Democracy’s Vulnerability to Unchecked AI

During the International Day of Democracy, UN Secretary-General António Guterres discussed how artificial intelligence (AI) could undermine democratic systems by distorting public opinion through generating deepfakes, fueling hate speech and spreading disinformation. He emphasized the importance of upholding the rule of law, civil liberties and free speech while protecting human rights, noting that these values and rights were under fire. He argued that as civil spaces were shrinking and freedoms being eroded, mistrust would only increase.

Guterres added that while there were dangers that arose with the use of AI, this tech could also play a positive role in strengthening systems of democracy. Artificial intelligence, in Guterres’ words, could contribute to human development, enhance equality and promote active and full public participation.

He also explained that this tech could create spaces that were more inclusive where individuals could let their voices be heard while also bolstering education on democratic processes.

By utilizing artificial intelligence for good governance, nations can create more accountable and transparent systems that allow citizens to engage effectively. For this to work, however, effective governance of this tech at all levels is needed.

In his address, the secretary general also discussed a report from the high-level advisory body on AI, which gave recommendations on how the benefits of the tech could be harnessed while its risks were diminished. He stressed that artificial intelligence needed to be used to serve humanity both safely and equitably, adding that the Summit of the Future would be an important platform for countries globally to debate ways to strengthen global cooperation on this tech.

The equal political participation of women in democracy is also important, with UN-Women stating that the inclusion of women would help create more effective governance. The representation of women in this space is crucial for the advancement of issues such as education, health and gender-based violence.

Despite this, the voices of women are still underrepresented when it comes to decision-making around the globe. Currently, only 27 countries are led by women, with women holding only 23% of cabinet positions globally. The main challenges to representation include gender-based violence and harmful social norms, with stereotypes in the media also undermining the leadership capabilities of women.

The International Day of Democracy is commemorated every year on Sept. 15. It affords any and all an opportunity to examine the state of democracy worldwide. This year, the center of attention was AI’s role as a tool for good governance.

The UN General Assembly encourages governments globally to reinforce national programs that promote democracy.

Some forms of AI, such as the solutions entities such as International Business Machines Corp.
