Trump’s Executive Order on AI Development Emphasizes “No Ideological Bias”

President Donald Trump recently issued an executive order focused on AI, revoking several previous government policies that his administration claims have hindered innovation in the sector.

While the order calls for a thorough examination of all current rules, guidelines, and initiatives by Joe Biden’s 2023 AI executive order, it does not specifically state which policies are being revoked.

In 2024, Biden’s administration introduced measures requiring federal agencies to prove that the AI tools they were using were not causing harm to the public or stop their use entirely. Trump’s latest directive now mandates the White House to update and reissue those policies, altering how government agencies acquire and implement these technologies.

According to the new administration, Biden’s AI framework placed overly restrictive demands on businesses developing AI, threatening the United States’ leadership in technological advancements.

Trump’s new directive sets a timeline of 180 days for crafting an AI strategy, with the effort spearheaded by a select team of White House science and tech officials. The team will include a newly created role: Special Advisor for Crypto and AI, which has been assigned to David Sacks, former PayPal COO.

Trump’s move to rescind Biden’s 2023 safeguards for AI technologies came mere hours after his inauguration. The new order effectively dismantles several initiatives championed by the Biden administration, including efforts led by former Vice President Kamala Harris to address concerns about bias in AI systems. These issues ranged from racially biased facial recognition software linked to wrongful arrests to flawed medical diagnostic chatbots.

Before the new directive, it was unclear if the president intended to introduce his own AI policy to replace Biden’s. During his previous term, Trump had signed a 2019 executive order instructing federal agencies to prioritize AI development and research, a policy that remains in effect.

Biden’s 2023 executive order directed government agencies to analyze the potential effects of AI on areas such as education, cybersecurity, employment, and public welfare to prevent harm from these tools. Most of this work had already been completed before Trump’s repeal. However, a key component requiring companies developing advanced AI models to disclose their systems’ workings to the government was nullified by Trump earlier in the week.

Trump’s emphasis on the “well-being of humanity” in his new order aligns with his campaign’s pledge to overturn Biden’s AI policies and echoes ideas shared by Elon Musk, who has voiced concerns about “woke AI” with alleged liberal biases.
