President Trump has appointed Jay Clayton, the National Intelligence Director, to oversee the White House’s artificial intelligence strategy, placing a former federal prosecutor and securities regulator at the center of the administration’s efforts to maintain global leadership in advanced technology.
Trump announced the appointment Sunday on Truth Social, saying that Clayton will lead the newly established “Super Intelligence (SI) Force.” The president said the initiative is intended to keep the U.S. at the forefront of “super intelligence,” his preferred term for AI.
According to Trump, the group will coordinate federal engagement with public interest organizations, religious groups, consumers, operators of critical infrastructure, and companies developing advanced AI systems.
The appointment comes as policymakers and technology executives continue to debate the potential dangers posed by increasingly powerful AI systems. Some industry figures have warned that rapid advances could create systems that become difficult to control. Trump, however, has generally dismissed calls for slowing development and has instead emphasized the strategic importance of staying ahead of international competitors.
The president recently met with senior AI leaders at the White House. Following the meeting, he said several companies had agreed to a voluntary framework that would involve both internal assessments and outside evaluations of their AI work.
The administration has also introduced a redesigned America.gov website, which says its material is generated with assistance from AI and based on official government information.
Trump said Clayton’s team will also include FTC Chair Andrew Ferguson, Director of the Office of Personnel Management Scott Kupor, and Pentagon’s under-secretary for engineering and research Emil Michael.
The practical impact of Clayton’s new position remains uncertain. Federal oversight of AI is still limited, and Congress has yet to establish comprehensive nationwide rules governing the technology’s development and use. Several states have introduced their own requirements, including rules aimed at increasing transparency around AI-generated content.
Clayton has previously described advanced AI as a national security concern. In a CNBC interview last month, he rejected proposals for a development pause, arguing that other nations would continue advancing the technology regardless.
Trump had previously appointed Silicon Valley investor David Sacks as the administration’s crypto and AI adviser. Sacks later left the position to become co-chair of the President’s Council of Advisors on Tech and Science. He has supported warnings from AI executives, including Dario Amodei and Sam Altman, about potential risks and has endorsed arguments for a more cautious pace of development.
