The Paris Artificial Intelligence Summit is shaping up to be one of the most influential gatherings in the world, bringing together political leaders from the globe’s major economies.
However, in today’s era of AI, real power does not solely rest with governments. Instead, tech giants that control advanced AI models, along with the expert and specialized hardware required to develop them, hold considerable influence.
Back in 2023, the UK government hosted the first global AI summit. Officially, the event was centered on AI safety, with discussions on how authorities could safeguard citizens’ lives and jobs from the potential risks posed by rapidly evolving AI. Tech leaders had already been warning that highly intelligent AI systems were on the horizon. Beneath the surface, however, there was also a clear effort by political figures to explore ways to harness AI’s potential for their nations’ benefit.
The situation has evolved since then. U.S. President Donald Trump has openly stated his ambition to establish the United States as the leading force in AI. Soon after he made this declaration, China’s DeepSeek showcased its ability to challenge American tech dominance despite stringent restrictions on AI-related hardware.
China’s increased involvement in these discussions is evident, as Vice Premier Zhang Guoqing, a key figure close to President Xi Jinping, represented the country at this summit—an active shift from its previous, more distant stance.
Meanwhile, French President Emmanuel Macron aimed to steer the conversation in a different direction, emphasizing AI’s role in advancing medical research and enhancing public services rather than solely focusing on the risks of super-intelligent AI.
This aligns with what major tech firms want—an emphasis on AI’s practical applications rather than stringent regulations. Many of these companies also back Trump’s preference for minimal oversight, arguing that relaxed policies will drive the innovation that nations themselves seek.
Macron is pushing for world leaders to endorse a political statement promoting environmental, ethical, and democratic values in AI development. However, a leaked draft of the document reportedly contains little reference to AI safety. This stands in contrast to the European Union’s more rigid regulatory stance as well as concerns voiced by AI researchers and analysts observing the summit.
Experts continue to caution against the consolidation of AI power among a few dominant tech companies. Additionally, they warn that whether intentional or not, these firms may play a role in fueling an international AI arms race—a competition that figures like Xi and Trump appear determined to lead.
AI companies like C3.ai Inc. (NYSE: AI) will be monitoring any steps taken to regulate AI in different blocs in order to evaluate how those regulations could impact their long term plans.
