Backlash from Big Tech Nudges EU to Ease AI Rules

The European Commission is planning to scale back some of its strictest AI and digital regulations, a move drawing criticism from privacy advocates who accuse Brussels of yielding to pressure from major technology firms. 

The Commission plans to present its “digital omnibus” package aimed at simplifying compliance procedures for AI developers and revising parts of the General Data Protection Regulation (GDPR). The proposed changes will mark one of the most significant shifts in Europe’s digital policy since the AI Act came into force in August 2024. 

The European market has long struggled to keep up with the rapid growth of U.S. AI firms, with most having to postpone the release of AI tools in Europe, citing complex regulatory and data protection barriers. 

Earlier this year, Meta declined to sign the EU’s voluntary code of practice for general-purpose AI systems, arguing that the requirements created “legal uncertainty” and extended beyond what the AI Act originally intended. 

Meanwhile, Washington has repeatedly threatened tariffs on European nations whose digital policies it views as discriminatory toward American tech companies. Facing these economic and political pressures, the European Commission now appears ready to offer temporary relief to keep investment flowing and innovation alive. 

According to early reports, the Commission may introduce a one-year grace period for violations involving high-risk AI systems. Companies developing generative AI tools would be allowed to continue operating before full compliance is enforced. 

Penalties for breaching transparency rules might also be postponed until August 2027. Developers could gain more flexibility in how they monitor and document their systems, facing fewer rigid oversight requirements. 

The most contentious element of the plan involves easing aspects of the GDPR, often cited as an obstacle to AI progress. The draft framework could allow limited use of sensitive personal data, including health or religious information, under defined conditions. Additional reforms to tracking and cookie rules are also expected, with the goal of reducing compliance burdens for digital platforms and AI providers. 

For industry leaders, the new measures promise greater certainty, lower costs, and faster product rollouts across the European market. However, privacy campaigners warn that loosening the rules could erode fundamental protections that once distinguished Europe’s digital governance from the rest of the world. 

Once officially presented, the omnibus proposal will require approval from the EU Parliament as well as member states. If endorsed, it could accelerate the continent’s AI adoption. However, the debate about economic growth and competitiveness over privacy and public trust remains unresolved.
