Arizona Supreme Court Taps AI “Reporters” to Publicize Rulings

The Arizona Supreme Court recently made headlines not for its rulings in DUI and arson cases, but for how it chose to deliver the news. Instead of a traditional press briefing or a statement from a court official, the court unveiled the decisions through two lifelike AI-generated avatars named Victoria and Daniel.

The virtual presenters now serve as the new digital face of the court, part of a broader move to modernize how the judiciary shares information with the public.

The shift is driven by a desire to keep up with how people consume content today, according to Alberto Rodriguez, the court’s communications director. He played a key role in designing the AI avatars and believes they offer a more efficient way to produce and distribute court updates. What used to take up to six hours to record and edit can now be done in minutes.

Despite the speed and efficiency AI offers, Rodriguez is confident that it won’t replace human roles anytime soon. Every script still goes through careful review and collaboration with the judiciary to ensure accuracy. “We still need real people to vet the information,” he said, explaining that the technology is just a tool, not a substitute for professional judgment or experience.

Chief Justice Ann Timmer backs that up, emphasizing that the statements made by Victoria and Daniel come directly from the justices themselves. Timmer hopes the novel approach will make the court more accessible and, in turn, increase public trust. She acknowledged that confidence in the legal system can’t be taken for granted. “It doesn’t matter how hard we work if people don’t believe in what we’re doing,” she said.

While the avatars are grabbing attention, Timmer notes that AI is already a regular tool behind the scenes in legal work—used for research, document analysis, and reviewing large sets of data.

Still, the growing use of artificial intelligence in law isn’t without challenges. In New York, a man tried to have an AI represent him in court, a move the judiciary shut down. Meanwhile, California’s legal community pushed back when it was revealed that AI had been used to craft some bar exam questions.

Concerns about AI making up legal cases or providing inaccurate information are also becoming more common. However, Timmer is clear that Arizona’s highest court is staying cautious. She noted that the avatars they use don’t generate content on their own—they simply present material written by real people. “We’re not letting AI make legal judgments,” she said. “That’s a line we won’t cross.”
